Professional Certificate in Policy and Performance Management

Units

In order to qualify for this Certificate, candidates must successfully complete its two component units and two written tasks. Candidates who wish to qualify for an Award must complete one Unit and its associated written task.

Unit 5003 Performance management (9 CATS Points)

This unit covers the management of individual, team and organisational performance and the management of external relationships.

The component seminars in the unit look at motivation, empowerment, internal relationships and feedback, strategies for handling conflict, dealing with poor and outstanding performance, achieving positive outcomes, the ACAS code of practice, a practice interview session, vision, mission, values and behaviours, differences between policy and strategy, building competencies and managing change, and Swot, mind mapping and communication. It also looks art the benefits of coaching, mentoring and counselling, and application of GROW.

Learning outcomes include identifying and agreeing performance objectives, assessing performance and providing feedback, understanding performance and supporting improvement, and understanding organisational and statutory disciplinary and grievance procedures.

Unit 5006 Conducting a management project (policy) (10 CATS Points)

This unit covers the whole range of policy skills which civil servants need when working in a policy role, from initial policy ideas through assessment, communication, delivery and evaluation.

The component seminars in the unit examine the policy narrative and life cycle, engaging with stakeholders, defining and using different types of evidence, the roles of central government and others, force field analysis, cost, delivery and defining success. They also cover principles of risk and project management, measuring outcomes and managing evaluation, developing communication plans, developing key messages and selecting the right medium for your communications strategy implementation.

Learning outcomes include being able to identify and justify a management project, being able to conduct research using sources and analyse data and options, being able to make conclusions and recommendations that achieve the project’s aim, and being able to show and review the results of the project.
